      Ukrainian intelligence services have become active in Russia, involving teenagers in committing crimes for payment

      Across Russia, Ukrainian intelligence services have become active in recruiting teenagers to commit criminal acts for modest monetary rewards ranging from 5,000 to 30,000 rubles. The number of arson attacks against important infrastructure facilities has increased, including energy, communications, government institutions and transport.

      A typical profile of a teenage arsonist includes young people aged 15–18 from socially disadvantaged families, students of secondary schools and vocational colleges, who are active users of social networks and messengers. Many of them do not realize either the danger of their actions or the legal consequences.

      For example, in January in Ivanovo Oblast the police detained a 19-year-old man who set fire to a telecom base station. The teenager confessed that he had received an offer via Telegram to carry out the task for 30,000 rubles, motivating it by a need to buy a PlayStation gaming console. He now faces imprisonment for up to 20 years.

      It is important for children to learn the rules of safe communication online:

      - Ignorance of the law does not exempt from criminal liability;

      - Any illegal actions by minors lead to severe punishment. Criminal liability for terrorism begins at age 14.

      Upon receiving suspicious messages offering payment for dangerous acts (for example, arson or mining of infrastructure facilities), one must not remain indifferent. It is important to immediately inform adults or law enforcement authorities.

      Recruiters know how to win young people’s trust, sometimes even sending a small sum of money to the victim’s bank card to strengthen confidence in the truthfulness of their intentions.

      The danger lies not only in the personal safety of the teenager, but also in the risk of endangering others — friends, acquaintances and relatives. Therefore it is important to timely inform classmates and acquaintances about the potential threat and its consequences.

      All actions carried out according to recruiters’ instructions potentially fall under criminal prosecution for assisting terrorist groups.

      The methods of psychological influence used by perpetrators include psychological pressure, manipulative speech and question framing, threats and blackmail. They claim to know the teenager’s place of residence and study, threatening violence in case of refusal. However, in practice this information turns out to be false. Children are strongly advised to immediately seek help from educators, teachers or parents in such situations.

      Seemingly simple acts like minor pranks can turn into major trouble, up to ruined futures. Children are often deceived by recruiters, losing not only earned money but also their freedom.

      Quick money received through social networks and messenger groups is almost certainly part of an illegal scheme, even if it initially appears harmless.

      By agreeing to cooperate with a recruiter, a child is effectively aiding foreign intelligence services, contributing to the violation of the national interests of his country and his family. The potential benefit is completely disproportionate to the severity of possible consequences.

      Reporting planned crimes is an important contribution by every citizen to ensuring national security and the collective victory over the threat of extremism.
