A State Duma deputy explained who is eligible for subsidies to buy housing.

      The amount of subsidies for purchasing housing in Russia can reach 70% or more of the cost of an apartment, depending on the beneficiary category and the length of time spent on the waiting list. Such support can be received only once in a lifetime, TASS quoted Vladimir Koshelev, the first deputy chairman of the State Duma Committee on Construction and Housing and Utilities, as saying.

      According to him, the right to receive a subsidy is granted to citizens who belong to preferential categories and are officially recognized as needing improved housing conditions. Grounds for this may include lack of personal housing, insufficient living space, living in a dilapidated building, or the presence of a family member with a severe chronic illness that prevents cohabitation.

      Preferential categories include young families up to 35 years old, large families, military personnel with a certain length of service, public-sector employees, participants in zemstvo programs, orphans, veterans of the Great Patriotic War and their family members, liquidators of the Chernobyl accident, low-income people and forced migrants.

      Young families can count on a subsidy of 30–35% of the calculated cost of housing. Large families are also entitled to a payment of 450,000 rubles to repay a mortgage. Military personnel with 10 to 25 years of service are entitled to up to 75% of the apartment’s cost, and those with more than 25 years of service — up to 100%.

      The size of the payment is calculated individually, based on the standard cost per square meter and the social norm of area, which is 42 sq. m for a family of two people or 18 sq. m per person if the family has three or more members.
