A project to implement best practices in work organization has been successfully completed at the comprehensive “Radost” Social Services Center in Zainsk District. The results of the large-scale work aimed at optimizing all stages of providing in-home services to the elderly were summarized at a participants’ meeting on November 11.
Svetlana Kotenkova, project leader from the Sectoral Center of Competence in Labor Productivity of the Ministry of Labor of the Russian Federation, noted the importance of the work performed and thanked the staff for their contribution to achieving the goals. Maria Romanova, project leader from the “Radost” center, gave a detailed account of the implementation process and the changes that were introduced into the institution’s activities. For example, by delegating authority to sign documents to the deputy director, processing times were reduced by 50%, freeing management time for strategic tasks. Standardizing workplaces according to the 5S principle allowed employees to organize space more rationally, which reduced errors and increased work speed. The procedure for approving social workers’ schedules was significantly simplified. Whereas the schedule used to undergo multi-stage approval and be handed over in person, it is now approved only by the department head and transmitted electronically. This saved social workers travel time and allowed them to devote more time to clients, reducing overall time expenditures by almost 50%. New reporting forms and quality control checklists were additionally developed, and duplication of paper documents was eliminated. The implementation of these measures produced excellent results: it significantly reduced labor inputs and accelerated the execution of many important processes, leading to real resource savings and increased labor productivity within the team. Members of the working group noted that despite some difficulties, the team successfully met the challenges. Lyudmila Simonova, director of the “Radost” center, thanked all project participants for the successful implementation and their significant contribution to the development of the institution.
