      More than 85% of Kazan’s street and road network has been brought up to standard

      “A large-scale task, great work, enormous responsibility”

      The repair of the city’s street and road network became one of the most extensive programs in Kazan this year. “Every year we prepare the program long before work begins, compile a list of roads, discuss it with the public, prepare projects, examinations, carry out inspections, and try to coordinate with other programs,” Mayor of Kazan Ilsur Metshin said at the Monday business meeting.

      Deputy head of Kazan’s executive committee Igor Kulyazhev reported that this year repairs cover more than 250 road sections. Over 21.5 billion rubles were allocated from the republican budget and federal programs for the works.

      Funds were distributed as follows:

      1.76 billion rubles – for the repair of roads and bridges under the national project “Infrastructure for Life”;

      6 billion rubles – for the restoration of worn asphalt layers;

      3 billion rubles – for repairs of roads in residential areas of the city;

      6.4 billion rubles – for comprehensive maintenance of the street and road network, including intra-quarter driveways, road safety measures, installation of stormwater drainage, outdoor lighting, application of road markings, repair of approaches to garden partnerships and land plots of large families, as well as pothole repairs;

      4.27 billion rubles – for the implementation of the “Our Yard” program.

      “The figure of 21.5 billion rubles is impressive. Some may find it too large, but it is exactly the amount that allows us not only to maintain the street and road network but to develop it and bring it to a qualitatively new level. In a city of a million people, full-scale road repair is always a large-scale task, great work, enormous responsibility. Along with the increase in the volume of work, our enterprises grew as well—their competencies, their ability to cope with the most difficult challenges,” the city head said.

      “More than 85% of Kazan’s roads have been brought up to standard”

      Under the national project, 12 sections totaling about 7 km were repaired. On Tovarishcheskaya and Amirkhana Yeniki streets the road surface was renewed, sidewalks, a bike lane, parking and safety elements were installed. The traffic scheme at the junction with Vishnevsky Street was changed, and new pedestrian crossings appeared at the intersection with Centralnaya Street.

      On Sakhalinskaya Street, where pavement wear reached 90%, sidewalks and a transport stop were installed for the first time, and buses No. 37a and 93 now run there under a new route scheme.

      New lighting was installed on Galiaskara Kamala Street. On Kurashova, Yamasheva, Adelya Kutuya and Zhurnalistov streets the pavement was completely renewed and road safety was enhanced. The pavement wear on these streets exceeded 60%.

      “Thanks to the consistent implementation of the national project ‘Infrastructure for Life,’ the share of Kazan’s roads that are in standard condition is more than 85%,” Igor Kulyazhev said.

      Ilsur Metshin noted the role of national projects and federal support.

      “The set of national projects promoted by our country’s leader Vladimir Vladimirovich Putin opens up new opportunities for Kazan. One of these projects is road construction. Special thanks to the republic’s leadership and personally to Rustam Minnikhanov: every Saturday he addresses these issues, monitors the road construction complex and keeps the most difficult projects under control,” the mayor emphasized.

      “We are not just replacing asphalt, we are shaping the city’s modern appearance”

      This year two bridges in the capital of Tatarstan were brought up to standard — the bridge over the Bulak on Kavi Nadzhmi Street (Romanovsky Bridge) and the overpass on Dostoevsky Street. The road surface and worn elements of load-bearing structures were replaced there.

      At the same time, sections with a high degree of asphalt wear were restored: 29 roads were repaired, including the Kremlin dam, Iskhaki Street, Sibgata Khakima Street and others — covering a total area of over 1 million square meters.

      As part of the street and road network renewal, works were carried out on 22 sections totaling more than 150,000 square meters — on Krutovskaya Street, Centralnaya in the Salmachi residential area, 8th Davlikeevskaya in the Mirny residential area, Musa Bigiev Street in the Severny residential area, the section from Centralnaya to Tetsevskaya and others.

      A substantial volume was also allocated to intra-quarter territories: 68 sections were brought into order here at a cost of 1 billion rubles.

      “We are not just replacing asphalt, building sidewalks, installing lights. We are creating comfort for residents, increasing safety, shaping the city’s modern appearance. As Igor Vladimirovich said in his speech, for a long time we lived under a limited budget. And it was precisely at these Monday meetings, where we discuss the city’s strategic tasks, that we often dreamed that road issues would be given priority. And now this has become a reality,” Metshin noted.

      “We managed to repair 102 streets for 3 billion rubles”

      According to Igor Kulyazhev, a record volume of road works was carried out this year in the city’s residential areas — a quarter of Kazan’s residents live there, and these territories required priority attention.

      By the decision of the Rais of the Republic of Tatarstan, Rustam Minnikhanov, a large-scale program worth 2 billion rubles was implemented, covering 91 sections in 40 settlements.

      “At the same time, we see a high demand for repairs from residents, so the roads in residential areas were included in other road work programs as well. In total, we managed to repair 102 streets for 3 billion rubles; on those streets the pavement wear was over 90% or it was completely absent,” the deputy head of the executive committee clarified.

      Also, thanks to Minnikhanov’s support, under the program for restoring outdoor lighting in the republic’s settlements, more than 900 LED energy-saving lamps were installed in Kazan. New lighting lines appeared in 34 residential areas at a cost of 40 million rubles — on streets where lighting was partially absent or missing altogether. Among them are Polevaya, Stroiteley, Sadovaya, Dachnaya in the Vishnevka settlement; Zelenaya, Chulpan, Romashkovaya, Kazansu in the Kulseitovo settlement and others.

      Since 2018, under the same program, more than 10,000 energy-saving lamps have been installed in residential areas of the city on 300 streets.

      “A significant result for a city with a million inhabitants”

      This year special attention was also paid to high-accident sections: 68 problematic intersections where more than 250 road accidents were recorded underwent comprehensive renewal.

      The most dangerous proved to be the intersections: Chistopolskaya – Bichurina, Prospekt Pobedy – Dubravnaya, and Prospekt Pobedy – Lomzhinskaya.

      As part of the measures contractors installed more than 400 new road signs, guardrails, 100 light fixtures, 11 speed humps, applied road markings and rumble strips. All measures are aimed at improving safety of movement around the city.

      “To date, more than 85% of the city’s road network has been brought up to standard. And what will the 2025 repair season be remembered for? A record number of renewed streets and driveways. For the first time asphalt appeared on 102 streets in 40 residential areas. Of the 5,500 new lamps, 900 were installed in settlements — this is a tangible contribution to the comfort, improvement and safety of residents,” the city leader said.

      He also noted the resolution of difficult infrastructural issues.

      “We closed the debt on the underpass on Mavlyutova, where the contractor failed. Important work was carried out to widen the exit from Prospekt Pobedy to the Orenburgskoye tract. In summer dacha owners used to be stuck in huge weekend traffic jams, and now the situation has changed dramatically. This season 250 road sections were brought up to standard — a significant result for a city with a million inhabitants,” the mayor said.

      “The colossal volume of this year—250 repaired sections—only confirms that we are not slowing down in renewing urban infrastructure. This task is a priority that allows us to bring real benefits to the life of every Kazan resident,” Igor Kulyazhev concluded.
