Russian President Vladimir Putin instructed the Government and the country’s regions to develop a national plan for the implementation of generative artificial intelligence. He said this while speaking at Sberbank’s AI conference. In March of next year, 2026, the relevant agencies must present comprehensive information on the use of artificial intelligence in the economy. Accordingly, the head of state demanded that the requirements for the digital transformation ranking of Russia’s regions be updated, supplementing it with an indicator such as the pace of AI technology adoption. Generative artificial intelligence technologies, in the Russian leader’s view, are becoming key and strategic. “We cannot allow a critical dependence on foreign systems. For Russia, this is a matter of state, technological and, I would say, value sovereignty,” Putin emphasized. In this connection, he is convinced that the Russian Federation should have its own national language models — both foundational and smaller ones designed for specific industries.
