Tatarstan will test new digital mechanisms of budget control.

      The State Duma approved in its second reading a federal law defining the specifics of budget execution in 2026 and amending current legislation. The document is aimed at increasing transparency, accountability and digitalization of budgetary processes. Tatarstan will be one of the regions where the new rules will be tested as part of pilot projects.

      The law tightens requirements for documentary evidence of transactions, expands the use of treasury support and clarifies mechanisms for controlling the movement of budget funds. This also applies to supplies of raw materials and goods, for which more formalized procedures for confirming fulfillment of obligations are being introduced.

      “For Tatarstan these changes are extremely relevant: the republic is implementing a large number of infrastructure projects, and requirements for supply transparency are especially high here. The new rules make it possible to build a more controlled chain for the movement of raw materials and materials, where every operation is recorded and can be checked by state systems. This strengthens the role of exchange mechanisms in the region and makes the market significantly more predictable,” said Dmitry Zolotov, head of the Kazan branch of the CTS EXCHANGE.

      A pilot project to conduct procurement operations through a raw materials exchange is already being implemented in Tatarstan. This will allow testing of the updated mechanisms for confirming quality, origin and fulfillment of deliveries under regional infrastructure projects. Information on transactions will be integrated with state control systems.

      Market participants in the republic will have to adapt to digital formats and stricter documentation requirements that will be applied at both the federal and regional levels.
