Families in Kazan will have their kindergarten subsidies recalculated under new rules starting in 2026.

      The procedure for providing compensations to families whose children attend kindergartens will be updated in Kazan in 2026. The corresponding decree was signed by the head of the City Executive Committee, Rustem Gafarov.

      The document approves new social support measures for parents whose children attend municipal kindergartens, preschool groups in general education schools, as well as municipal groups in private educational institutions implementing the preschool education program.

      Compensations will take effect on January 1, 2026.

      Payments will be assigned to the legal representatives of children taking into account the family’s per capita income. The amount of compensation is determined by an established formula and depends on the income level, the number of children, and the amount of parental fees. The procedure covers categories of children under 18, full-time students up to 23, as well as children under guardianship and in foster families.

      The assignment and payment of compensations will be handled by the Education Department of the Kazan City Executive Committee. The acceptance of documents and citizen consultations will be delegated to a specialized organization under contract.

      To receive compensation, parents must submit an application, income documents for 12 months, copies of birth certificates, the contract with the kindergarten, and payment details for supervision and care. A decision will be made within ten days. Compensation is assigned for six months, after which re-registration is required.

      The decree also recognizes as void a similar document that was in effect in 2025. The document will enter into force on January 1, 2026.
