The 15th Anniversary Conference "Dialectics of Combating Corruption" successfully concluded at KIU

      A landmark event took place at the V.G. Timiryasov Kazan Innovative University — the 15th All-Russian Scientific and Practical Conference with international participation “Dialectics of Countering Corruption.” The anniversary event once again confirmed its status as one of the country’s leading expert platforms.

      The conference was organized jointly by the Raisa Administration of the Republic of Tatarstan for Anti-Corruption Policy, the Ministry of Education and Science of the Republic of Tatarstan, and the V.G. Timiryasov Kazan Innovative University. It is important to note that proposals from participants of previous conferences have been directly reflected in federal laws, presidential decrees of the Russian Federation, and practical anti-corruption activities.

      Greetings and plenary addresses: a focus on practical results

      The plenary session was opened by the First Vice-Rector, Vice-Rector for Research of KIU, Igor Bikeev. He emphasized that the conference has become a focal point and an ongoing platform for anti-corruption research, bringing together specialists from more than a hundred research centers in Russia and abroad.

      “Over the years, more than 4,000 people have taken part in the conference. Fourteen collections of materials have been published. Participants’ proposals and recommendations have been reflected in Russian, federal and regional anti-corruption legislation, law enforcement practice and the educational process,” Igor Bikeev noted.

      Addressing students and young scientists, the First Vice-Rector underlined the significance of the event: “You are present at a platform where proposals for improving the state policy of countering corruption in the Russian Federation are discussed. Many of them have already been implemented in practice.”

      A welcoming message from Asgat Safarov, Head of the Raisa Administration of the Republic of Tatarstan, was also read aloud, emphasizing the conference’s traditional status and the importance of the scientific ideas discussed there for improving anti-corruption measures.

      High-ranking guests addressed the participants with greetings.

      Viktor Demidov, Chief Federal Inspector for the Republic of Tatarstan, noted that KIU scholars develop scientifically sound recommendations for the republic’s authorities, where a solid regulatory framework has already been created and significant results achieved.

      Vitaly Belinsky, adviser to the Office of the President of the Russian Federation on Civil Service, Personnel and Anti-Corruption Affairs, expressed appreciation to the KIU leadership and its Research Institute for Countering Corruption, calling it a unique institution. He highly praised the extensive work of the Institute’s staff, who created a unique scientific and methodological base used throughout the country.

      Alexey Pankratov, Head of the Organizational Department of the Raisa Administration of the Republic of Tatarstan for Anti-Corruption Policy, noted the organizers’ contribution and spoke about the implementation of digital methods for countering corruption.

      Svetlana Zakharova, Acting Deputy Minister of Education and Science of the Republic of Tatarstan, noted that such conferences allow theorists and practitioners to combine efforts to develop effective anti-corruption policies, and described measures being taken by the ministry.

      Andrey Teryokhin, Head of the Department of Legislation on Law Enforcement Activities of the Ministry of Justice of the Russian Federation, spoke about legislative initiatives and law enforcement practice at the federal level. Maxim Skirda, Head of the Ministry of Justice’s Directorate for the Republic of Tatarstan, spoke about the implementation of state policy in the region and practical work.

      International recognition and experience

      The participation of foreign diplomats lent particular weight to the conference, underlining its international status.

      Xiang Bo, Consul General of the People’s Republic of China in Kazan, shared China’s experience in combating corruption. Yerlan Iskakov, Consul General of the Republic of Kazakhstan in Kazan, spoke about his country’s approaches to fighting corruption. Mansur Hosseini, Consul of the Consulate General of the Islamic Republic of Iran, noted common goals and friendly relations between Russia and Iran.

      Contribution of civil society and the expert community

      Zilya Valeeva, Chairperson of the Public Chamber of the Republic of Tatarstan, especially noted the role of KIU’s Research Institute for Countering Corruption, thanks to whose work republican programs have become the most effective instruments.

      Rishat Guzeyrov, Vice-Rector for Comprehensive Security of KFU, also addressed the attendees with greetings.

      Kiyam Belyaev, Advisor to the Mayor of Kazan on Anti-Corruption Issues, spoke about practical aspects of combating corruption at the level of municipal management and interaction with residents.

      An important event was the joint presentation by Rinat Fazylov, Deputy Chairman of the State Council of the Republic of Tatarstan Committee on Legality and Law and Order, and KIU’s First Vice-Rector, Vice-Rector for Research Igor Bikeev. They presented a report on measures to prevent corruption in the field of migration services in the context of Russia’s national security.

      After the plenary session, the conference continued in sectional meetings, where participants discussed various aspects of anti-corruption activities in detail, exchanged best practices, and outlined paths for further research.

      The 15th anniversary conference “Dialectics of Countering Corruption” once again demonstrated its high effectiveness as a platform for open dialogue between science, government and society, making a significant contribution to strengthening the rule of law.
