      In a conversation with "Chistopol-inform," the deputy head of the Rosreestr department for Tatarstan, Liliya Burganova, explained that homeowners can obtain duplicates of lost title documents, including the privatization agreement. She clarified that if the privatization was carried out under a housing transfer agreement before 2000, a duplicate of such a document can be obtained at the BTI (Bureau of Technical Inventory) at the location of the apartment. According to her, agreements drawn up from 2000 onward and registered with Rosreestr of Tatarstan are restored through any MFC (multifunctional center). There, staff will send a request, after which a copy of the agreement will be issued or an official explanation of why this is not possible. The service is provided for a fee.

      If there was no privatization, the agreement can be executed through the executive committee at the location of the property. They will also inform you which documents are required and the timeframes for the procedure.

      Burganova also noted that duplicates of other types of title documents are issued by notaries or the chairpersons of housing construction cooperatives — depending on who executed the original. In the event of the loss of a paper certificate of ownership, citizens are advised to order an extract from the Unified State Register of Real Estate (EGRN).
