      The All-Russian Forum of Municipal Deputies, held in Moscow, became the final event of the Year of Municipal Deputies. It brought together more than 200 delegates from across Russia. Tatarstan was represented by a participant in the special military operation and deputy of the City Council of Naberezhnye Chelny, Timur Nusratov, and deputy of the Council of the Starokamkinskoye rural settlement of the Alkeevsky municipal district, executive secretary of the local branch of United Russia, Gulshat Khaliullina, the press service of United Russia’s Tatarstan regional branch reports.

      "United Russia is the absolute leader among Russian parties in terms of representation at the municipal level. The total number of local deputies who are party members exceeds 130,000 — that is 84% of their total number," party chairman Dmitry Medvedev noted at the forum’s plenary session.

      "Being a municipal deputy is not a privilege but a special responsibility and a rather difficult challenge that each deputy accepts. The people you work with, our citizens, address all their questions directly to you. This is a very tough job. You provide the most effective oversight on a wide range of issues, and on the other hand — direct contact with voters. This creates the special value of your work and makes our party, United Russia, truly a people's party. I want to thank you once again sincerely for the work you do," the politician said.

      Medvedev outlined tasks for United Russia’s municipal deputies for 2026. One of the most important, he said, is support for participants in the special military operation and their families.

      "Many of you, I know this firsthand, are constantly working on this issue, collecting humanitarian aid, sending it to the front line, helping the relatives of SVO participants. This work is also very, very difficult and needs to continue until the goals set by the president and our country are achieved," the party leader added.

      Equally important, in his view, is to support combat veterans who became deputies as a result of elections. This year 890 participants of the special operation became deputies — three times more than last year. They mainly work at the municipal level.

      It is also necessary to support municipal deputies from the Donetsk and Luhansk People’s Republics, the Zaporizhzhia and Kherson regions so that they can fully integrate into the modern Russian system of power, Medvedev added.

      In addition, according to the party chairman, municipal deputies have a special role in reporting on United Russia’s people's program and collecting proposals for the new program.

      "You know that in recent years we always go to elections with a people's program. We need to prepare it now. On the other hand, we will need to tell our people, our voters, about how the current people's program adopted in 2021 has been implemented. We have something to show. The vast majority of the promises and commitments that the party took on at the federal, regional and even municipal levels have been fulfilled," emphasized Dmitry Medvedev, seeing in the reminder of these results the key to the party's forthcoming victory in the elections.

      Ahead of the large-scale 2026 election campaign, all elements of the party infrastructure must be rebooted, drew attention Secretary of the General Council of United Russia Vladimir Yakushev.

      "The main task of 2024 was to bring work with our primary party organizations to the forefront, to show that for the party today the primary branch is the most important and main one. A request came from the primary branches to link up with municipal deputies. Because they are nearby and live in the same agenda as our primary branches. And, of course, after the end of 2025 we will not finish the work on municipal deputies. We need to build all our intra-party work with the municipal level," he stated.

      Forum participants presented Dmitry Medvedev with a number of initiatives. The United Russia chairman supported the creation in the regions of coordinating deputy groups for interaction between municipal deputies and regional and federal parliamentarians, as well as the creation of a digital platform for municipal deputies that would allow them to exchange experiences. He also instructed to work out the annual holding of the "People's Deputy" competition. A proposal was also made to organize a special educational block for municipal deputies.

      Timur Nusratov, deputy of the City Council of the Autograd and deputy chairman of the "City Council of SVO Veterans" association of Naberezhnye Chelny, spoke at the forum with a proposal to work together with State Duma deputies to shorten the response times to inquiries from localities. "It is important that SVO participants who have returned home can find solutions to issues as quickly as possible," he is convinced.

      In addition, Nusratov told forum participants about the work of the training center for participants in the special military operation "Allies," which he oversees. The facility opened in Naberezhnye Chelny in September. It provides comprehensive support to fighters and their families: from professional retraining and advanced qualifications to employment and social adaptation.

      "In the near future we plan to create a section for SVO participants on Tatarstan's 'Gosuslugi' portal, where every fighter will be able to find all information about the benefits and payments due to him, as well as contacts of all organizations and a list of the documents required to assemble for different situations," the deputy added.

      Another participant from Tatarstan, Gulshat Khaliullina, assured that upon returning from the forum she will definitely acquaint her colleagues with the training course based at the Higher Party School.

      "This is a new program of the Higher Party School that we were introduced to today. I will certainly campaign for our colleagues to undergo training at this platform. A format of events such as the forum contributes to improving deputies' professional competence and enhances the quality of their interaction with residents. This, in turn, makes it possible to solve local problems more effectively," she said confidently.

      In Tatarstan, following the municipal elections held in September, 7,500 deputies were elected, of whom almost 5,500 were from United Russia.

      The concluding year 2025 was declared by United Russia the Year of the Municipal Deputy. The party held thematic forums across the country dedicated to the work of this level, best practices of interaction with voters, solving their problems and exchanging experience.

      At the preparatory stage, regional forums of municipal deputies were held across the country. They discussed issues of interaction between deputies and the party’s primary units with local residents, implementation of the people's program and the mission to support fighters of the special operation, their families and the reunited regions. Delegates touched on the topics of primaries and elections, as well as summed up the interim results of the current year and outlined plans for 2026 and the election campaign for the State Duma deputies.
