New rules for the vehicle recycling fee: what residents of Tatarstan need to know

      From December 1, new rules for the utilization fee came into effect in Russia. How this innovation will affect the domestic car market is discussed in a piece by Tatar-inform.

      The utilization fee is a mandatory one-time payment that is charged when a car is imported into Russia or when it is manufactured within the country. Formally, these funds are intended for the subsequent environmentally friendly recycling of the vehicle in accordance with current regulations.

      What will change in the calculation of the utilization fee

      Under the updated requirements, the size of the utilization fee now depends on engine power, which noticeably changes the rules of the game in the imported car market. The amount is calculated by a simple formula: the base rate is multiplied by a set coefficient. Recent amendments did not affect the rate itself — it still amounts to 20,000 rubles for passenger cars of category M1 and 150,000 rubles for freight transport, buses and various types of trailers. This amount is then multiplied by a figure from the coefficient table.

      Previously, private individuals could import cars for personal use at minimum “preferential” rates if the engine displacement did not exceed 3 liters, with engine power not taken into account at all. As a result, citizens paid only 3,400 rubles for new passenger cars and 5,200 rubles for cars older than three years. However, from December 1, 2025, such a benefit remains only for internal combustion engine vehicles with power not exceeding 160 hp. For electric vehicles and series hybrids, the limit is no more than 80 hp.

      Examples of increases in the utilization fee for specific car makes

      For example, if previously the utilization fee for a new Skoda Kodiaq with a 186 hp engine imported into the country by an individual for personal use would have been 3,400 rubles, it will now be about 750,000 rubles. Importing a Toyota RAV4 with a 236 hp engine will cost 2 million rubles instead of 3,400 rubles. For the Chinese Geely Monjaro (238 hp) the “utilization” will be almost 850,000 rubles instead of 3,400 rubles. Volkswagen Golf GTI (200 hp) — almost 800,000 rubles instead of 3,400.
