      A group of State Duma deputies has submitted to the lower house of parliament a package of amendments aimed at a complete ban on the circulation of vapes and all types of nicotine-containing liquids in Russia. This was reported by RIA Novosti. It is proposed "to prohibit retail and wholesale trade in nicotine (including nicotine obtained by synthesis) or its derivatives, including nicotine salts, as well as nicotine-containing liquid, nicotine-free liquid, nicotine solution (including liquids for electronic nicotine delivery systems), as well as devices for consuming such products." An important innovation is the complete ban on nicotine-free liquids, which are also widely used in vapes, as well as on the devices for their consumption. These amendments are based on the opinions of the expert community, medical workers and relevant federal agencies, which have repeatedly expressed concern about threats to the health of children and adolescents. Earlier, Russian President Vladimir Putin approved such an initiative. Earlier, at the end of August, the head of state supported the idea of the governor of Nizhny Novgorod Region, Gleb Nikitin, to grant regions the authority to impose a full ban on vapes on a pilot basis. The corresponding bill was sent to the government and was conceptually supported by Rospotrebnadzor.
