      In the capital of Tatarstan, the results of the three-year program were summed up.

      At the "Business Monday" meeting, Deputy Head of Kazan's Executive Committee Iskander Giniyatullin summed up the implementation of the latest three-year stage of the long-term capital repair program for apartment buildings. It, by the way, concluded this year. According to him, over three years comprehensive work was carried out in 610 buildings housing almost 160,000 people. The total amount of invested funds exceeded 9 billion rubles. True, financing of this program is carried out mainly at our expense, the residents. Not entirely, of course. Money for capital repairs comes from three sources: the budgets of Tatarstan, Kazan and payments from homeowners. The latter consistently account for more than 50% of the total. These funds are accumulated by the regional operator — the non-profit organization "Housing and Utilities Fund of the Republic of Tatarstan", which acts as the customer of the works.

      Giniyatullin noted that this year proved to be particularly productive. Including in terms of financing volumes — more than 4 billion rubles were utilized. With these funds, 88 buildings have already been fully renovated. The works were comprehensive: facades were renewed, roofs restored, and large-scale replacement of engineering systems was carried out, including heating, water supply, sewage and electrical networks.

      One of the key achievements of the year was the early, one-year completion of a two-year program to replace elevator equipment. In 141 buildings, 457 elevators whose service life was due to expire in 2026 were replaced. All the elevators are domestically — moreover, locally — manufactured at the Zelenodolsk plant "Tatlift". They meet modern safety and energy-efficiency requirements and are equipped with vandal-resistant protection and Braille.

      An important innovation of 2025 was the start of large-scale work to restore smoke removal systems and ventilation shafts, the condition of which affects the safety of gas supply. This year it is planned to restore the airtightness of these systems in 35 buildings, and in 16 of the 37 buildings where gas was shut off due to chimney defects, the works will be completed by the end of the year with the resumption of supply. Also, in two buildings a modern hot water supply system will be implemented with the installation of individual heat stations. Overall, the results of the year made it possible to significantly improve living conditions for more than 67,000 Kazan residents.

      Synchronization of the capital repair program with the republican "Our Yard" program made it possible to achieve a comprehensive renewal of residential blocks. In 2025, 17 courtyard areas adjacent to renovated buildings were improved. Over five years of joint work, 127 areas together with 164 apartment buildings have been completely renewed.

      The Government of Tatarstan has already approved a new three-year capital repair plan for 2026–2028, which includes 765 buildings with a total funding volume of 8.2 billion rubles, the speaker said. Next year, repairs of 163 buildings are planned in the amount of 2.9 billion rubles. The scope of work will include the replacement of 11 elevators in five buildings, repair of heating systems in 56 buildings, replacement of 56 roofs, facade repairs in 48 buildings, including insulation in seven of them. When forming the plan, the practice of preparing design and estimate documentation in advance was reinstated: in 2026 projects will be developed for buildings scheduled for repair in 2027.

      In Tatarstan, from January 1 next year the minimum contribution for capital repairs of apartment buildings will be increased. According to the published resolution of the Cabinet of Ministers of the Republic of Tatarstan, the fee will rise by approximately 20% — from 8.4 rubles to 10.1 rubles per square meter. Recall that the previous tariff increase took place on January 1, 2025. Then the contribution rose by 10% — from 7.7 rubles to 8.47 rubles per square meter.
