      Russians whose significant share of income goes to paying housing and communal services can offset part of the costs through a state subsidy, Deputy Chair of the State Duma Committee on Construction and Housing and Communal Services Svetlana Razvorotneva said.

      "Families can receive subsidies for payment of housing and communal services if the amount charged for those services exceeds the percentage of the family's total income established in the region," Razvorotneva said in an interview with TASS.

      In most regions of the Russian Federation, a subsidy is paid if payments exceed 22% of the family's total income for six months. However, in some subjects this threshold is lower. "For example, in Moscow you can apply for a subsidy if the payment for housing and communal services exceeds 10% of the family's income," she clarified.

      Another condition for receiving the subsidy is the absence of arrears on utility payments. More detailed information about regional payment conditions can be obtained at a multifunctional center (MFC) or at local government authorities if there is no MFC in the locality.

      "To receive the subsidy, you need to submit an application to that same MFC or to the social protection authority," Razvorotneva added.
