From Zero to Millions: How Housing Inspectors Returned Tens of Millions of Rubles to Residents of Tatarstan

      "An error of just one zero" — that's how one could headline the story of the residents of building No. 43 on Karbyshev Street in Kazan.

      However, behind this seemingly technical blunder by the management company lie hundreds of thousands of rubles of overpayments by each owner. Instead of the expected 1,500 rubles for heating, one resident received a bill for 18,500; another was charged nearly 30,000 instead of 2,500. The total charges for the whole building reached an astronomical 2.8 million rubles, while the actual cost of services was 217,500.

      This situation is not an isolated case. It prompted an unscheduled audit of the accounting of LLC "UyutService Group" by the Housing Inspectorate of the Republic of Tatarstan. The result — the return of 2.4 million rubles of overpayments to the residents.

      As it turned out, the Karbyshev story is only the tip of the iceberg. Over the first 11 months of 2025 the agency received almost 3,000 complaints about unjustifiably inflated bills. Following 1,332 inspections, 86 violations were identified, and, most importantly, 42.1 million rubles were returned to the bank accounts of Tatarstan residents. These funds were distributed across three main items:

      19.1 million rubles — compensation for poor-quality or untimely communal services.

      20.01 million rubles — refunds due to incorrect calculations in the bills.

      3.7 million rubles — recalculation for communal resources used for maintaining the building's common property.

      "Preventive work plays a key role in identifying violations," the inspection explains. "We actively send informational letters and warnings to management companies based on analysis of complaints and the results of joint raids with the prosecutor's office."

      Daily monitoring of reports on temporary service outages allows inspectors to track the timing of their restoration. In case of delays, companies immediately receive an order to return money to residents for the period when services were not provided.

      However, there is another side to the coin. Filing a complaint can lead not only to a reduction but also to an increase in the amount on the bill. A vivid example is the situation in building No. 10 on Glazunova Street in Kazan. The inspection found that residents had overpaid on one line, and the money was returned. But for other services the management company, on the contrary, used a tariff lower than that established by the city executive committee, which led to additional charges.

      This story is an important lesson for all owners. On the one hand, it demonstrates the effectiveness of control by supervisory authorities. On the other, it reminds people of the need to study bills carefully and to know the approved tariffs. One "extra" zero in the computer can turn into multimillion overpayments, and its timely detection can mean a serious audit for unscrupulous providers of communal services.
