      City services switched to an intensified mode of operation during the holidays. Each day in Kazan during the New Year holidays about 350 pieces of special equipment and 490 road workers are involved in street cleaning. Waste is removed around the clock: 120 pieces of equipment operate daily, including 96 garbage trucks. Today the head of the executive committee, Rustem Gafarov, inspected the work of city services: he checked street and courtyard snow removal, waste removal and the operation of gas equipment in Kazan apartment buildings.

      Today during the inspection, executive committee head Rustem Gafarov drove through all districts of Kazan, stopping selectively at various addresses. He was accompanied on the tour by deputies Igor Kulyazhev, Iskander Giniyatullin, Ildar Shakirov, and district heads joined in their respective areas. According to data presented during the inspection, yesterday, January 2, 320 pieces of equipment and 489 road workers were engaged in clearing streets of snow. In 24 hours 9.1 thousand tons of snow were removed. 685 tons of anti-icing material — de-icing agent and sand-salt mixture — were used.

      Due to worsening weather, this afternoon 349 pieces of equipment were already deployed to clean the city’s main thoroughfares, and the number will be increased again at night, since the main snow clearing takes place during those hours.

      As for courtyard cleaning, the city’s management companies have 1.4 thousand janitors and 230 pieces of special equipment at their disposal. Yard territory must be cleared of snow within six hours of its falling.

      It should be noted that meteorologists are forecasting heavy precipitation for Kazan. Tonight and tomorrow daytime heavy snow is expected (5–7 mm at night, 9–11 mm by day), blizzards, and air temperatures of -2 to -7 degrees Celsius. Black ice and snow drifts are forecast on the roads. In this connection residents are urged to be vigilant on the roads, observe speed limits and watch for notices about road clearing.

      Since the start of the winter season, 128 thousand tons of snow have been removed from Kazan, and 22.5 thousand tons of de-icing agent and sand-salt mixture have been used to treat roads.

      Rustem Gafarov inspected snow removal and waste collection in the courtyards of buildings on Aleksey Kazem-Bek Street, Andrey Ado Street, Kamissar Gabishev Street, Yulius Fuchik Street, Chkalov Street, Batyrshin Street, Lukin Street, and Molodezhnaya Street. In a number of cases additional instructions were given to district administrations to increase cleaning of intra-block driveways, entrances and approaches to social institutions, and to management companies — to clean courtyards and clear children’s playgrounds of snow.

      Separately, information for residents was discussed with management companies — announcements about courtyard cleaning should ask residents to temporarily move their cars to allow the equipment to work more effectively. “Management companies do not ask residents to move parked cars without reason — this significantly improves the quality of cleaning. After all, cleaning is carried out in the interests of residents, and the cleaner the yard, the more comfortable it will be for them. Janitors find it difficult to clean a yard properly if it is all jammed with cars,” Rustem Gafarov noted.

      As for municipal parking lots, residents are informed about upcoming cleaning via several channels: push notifications from the “Kazan Parking” service, signs at parking lots, Yandex.Maps, publications on the KZN.RU portal and on the social media of district administrations and the mayor’s office. Residents are also asked, if possible, to pass information in building chat groups to warn neighbors.

      A separate issue at all inspection points is waste removal. In general, during the holidays the volume of municipal solid waste has increased: while about 1 thousand tons are removed on ordinary days, during the holidays around 1.3 thousand tons are sent to the “Vostochny” landfill daily, a representative of UK PZhKH said. The peak came on December 31 — then 1.4 thousand tons of waste were removed. About 120 pieces of equipment are involved daily in waste removal, including 96 garbage trucks.

      However, in a number of courtyards the problem of access for special equipment to the waste containers remains acute. Where residents block passage by parking their cars, UK PZhKH, together with the management company, is forced to look for the vehicle owners. Unfortunately, residents do not always respond promptly to such requests.

      Recall that Kazan’s urban improvement rules prohibit parking cars next to container sites. An administrative fine of 2,000 rubles is provided for this violation.
