In Tatarstan, updated federal rules concerning the use of land plots for individual housing construction and gardening have been in effect for almost a year. The law, which came into force on March 1, 2025, obliges owners to develop their plots within reasonable timeframes. From the moment they acquire rights to the land, owners have three years to begin developing it: carry out leveling, weed removal, or drainage work. The law then defines criteria by which a plot may be declared unused. For example, if no building has been erected and registered on land designated for construction within five years, this is considered a violation. For plots intended for individual housing construction (IHC) this period is extended to seven years.
Garden and vegetable plots may be declared abandoned if more than half of their area becomes overgrown with weeds taller than one meter over the course of a year. Severe littering or pollution of the territory, as well as the demolition of existing structures without the commencement of restoration work within a year, are also violations.
Compliance with these norms is monitored by Rosreestr and local self-government bodies. In the event a plot is seized for non-use, it may be put up for auction, and the former owner will be refunded the proceeds minus the costs of the procedure.
As noted by the Ministry of Land and Property Relations of the Republic of Tatarstan, the aim of the law is not to deprive people of their property but to encourage them either to actively develop the land or to voluntarily sell it to those who will use the plot for its intended purpose.
