Over the year, 280 young families received apartments in buildings provided by the State Housing Fund of Tatarstan.

      Over five years of the social mortgage program for young families initiated by the Rais of Tatarstan, Rustam Minnikhanov, housing conditions under the program have improved for 3,090 families, including 280 in 2025, the press service of the State Housing Fund of the Republic of Tatarstan reports.

      By number of apartments received over five years, the leading cities of the republic are Kazan (2,041 families), Naberezhnye Chelny (447 families) and Nizhnekamsk (282 families).

      Program participants receive apartments finished on a "move in and live" basis: they are equipped with all necessary plumbing fixtures, meters and sensors. An additional advantage of the social mortgage is the cost per square meter, which is significantly below the market rate.

      Providing support to families to improve their housing conditions is one of the main objectives of the national project "Family."

      The social mortgage is issued by the State Housing Fund for up to 28.5 years at an annual rate of 7%; upon the birth (or adoption) of a child a non-repayable compensation of 200,000 rubles is provided. It can be used as a down payment or directed to the purchase of square metres of the apartment.

      The social mortgage program for young families is aimed at families where one of the spouses is under 36. Single-parent families raising one or several children can also become participants.

      Requirements for program participants are as follows:

      – the applicant must be registered (have residence registration) in Tatarstan; it is not necessary to work in the public sector;

      – there must be less than 18 sq. metres of housing per family member;

      – the monthly income per family member must be above the minimum subsistence level;

      – the family must not have an outstanding mortgage obtained under federal or republican programs, including an unpaid targeted cash loan from the State Housing Fund.
