      The Housing Inspection of Tatarstan draws the attention of those who do not want to repair, replace, have verified, or install a metering device: you will pay twice as much. Amendments that double the financial responsibility for the absence of meters have come into force.

      Government Decree of the Russian Federation No. 1871 of 25.11.2025 changed the rules for the provision of utility services, increasing the coefficient used to calculate the charge for cold water supply for premises where individual meters are not installed (individual metering devices, IMDs) from 1.5 to 3. This means that cold water expenses for such consumers will increase twofold to encourage the installation of meters.

      If previously the owner paid one and a half times more than a neighbor who had installed a meter, now the payment is three times as much.

      We explain using different designs of apartment buildings in the city of Kazan. An apartment owner in a building with bathtubs and gas water heaters will pay not 464.5 rubles but 928.9 rubles per cubic meter of cold water per person.

      In a building with bathtubs 1500 to 1700 mm long, equipped with showers, they will now pay 698.7 rubles per cubic meter per person (was 348.9 rubles).

      In a building taller than 12 stories, with a centralized hot water supply system and increased requirements for their amenities — 765.2 rubles per cubic meter per person (was 382.6 rubles). And what if 5 people are registered?

      Note: the increased coefficient does not apply to consumers for whom installation of a meter is technically impossible.
