Specialists in agriculture, manufacturing, and the extractive sector are in the highest demand. There is also a shortage of personnel in energy, transportation, construction, and scientific fields.
The government of Tatarstan has published an updated list of enterprises that are in urgent need of specialists. Over the past two years, this list has increased from 35 to 71. Among the problematic organizations are the flagships of the republican industry: "Nizhnekamskshina," "TAIF-NK," "TANEKO," and "Nizhnekamskneftekhim." As of April 2025, there are more than 27,000 job openings in the republic's industry, and the construction sector requires another 11,300 specialists. The situation is particularly challenging in the IT sector, where 30% of vacancies remain unfilled, as well as among skilled workers (24%), equipment operators (23%), and engineers (22%). The President of Tatarstan, Rustam Minnikhanov, has repeatedly drawn attention to this problem, emphasizing the need for urgent measures to train personnel in the current geopolitical situation. Experts attribute the sharp increase in demand for specialists to the accelerated development of import substitution, expansion of production capacities, and the outflow of some qualified workers. "We are currently witnessing unprecedented demand for workers and engineers," comments economist Albert Safin. "Enterprises are willing to pay more, but it is becoming increasingly difficult to find qualified specialists." The republic's government is already developing a set of measures, including retraining programs and attracting specialists from other regions. Options for expanding targeted training and creating special housing programs for attracted specialists are being explored.
