According to the position of the initiative's authors, this decision will help management companies avoid difficulties in finding former owners to settle debts.
A meeting was held in Kazan to improve the efficiency of public utilities chaired by the Minister of Construction of Tatarstan Marat Aizatullin. One of the most resonant initiatives was proposed by State Duma deputy from the republic Ilya Wolfson, who suggested fundamentally changing the system of debt collection for utility services. The essence of the proposal is to transfer debts from personal responsibility to the sphere of real estate responsibility. The idea is that if the personal account is tied to the cadastral number of the property, then when selling the apartment, all debts will transfer to the new owner. “It is proposed to tie the personal account to the cadastral number of the apartment – then when selling, the debts will transfer along with the property. An apartment with debts is not needed by anyone, so it will not be possible to part with the property without settling the debts,” Wolfson stated on his Telegram channel. During the discussion, the idea of legalizing the work of settlement centers to create unified and transparent billing rules was also voiced. Ilya Wolfson clarified that these proposals are planned to be submitted for discussion in the relevant committee of the State Duma. Earlier, it was reported that following an inspection, the Housing Inspection ordered the management company "SK Muzhik" to return an overpayment of almost 200 thousand rubles. A resident of a high-rise building located on Stadionnaya Street in Kazan filed a complaint about the management company's actions regarding the unjustified overpayment.
