       The Minister of Finance of Tatarstan, Marat Faizrakhmanov, stated that the department is ready to carry out all necessary calculations if the initiative of the Speaker of the Federation Council, Valentina Matviyenko, to introduce a contribution to compulsory health insurance (CHI) for the unemployed is adopted. This statement was made during parliamentary hearings on the draft budget of the republic for 2026 and the subsequent period. The head of the republic's finance ministry emphasized that while the proposal has not yet been formalized as a federal law, work will be done if it is approved. "As for Matviyenko's proposal, the regulatory legal act has not been adopted yet. If it is adopted, we will make the calculations on our side," the minister responded to a relevant question, writes "BUSINESS Online". It is worth noting that Valentina Matviyenko previously proposed to place the payment for health insurance for unemployed citizens on themselves. According to her estimate, based on average data across the country, this amount could be around 45 thousand rubles per year. The Speaker of the Federation Council called these funds "small, not colossal" and justified the need for the innovation by the large number of unofficially unemployed people. According to data from the source, the current version of the budget of Tatarstan for 2026 already provides for insurance contributions to CHI for the unemployed population in the amount of almost 23 billion rubles. These funds come to the republican fund from the federal center. The initiative, however, suggests that payments should be made by the unemployed themselves, which will require changes to the entire financing system and, consequently, new calculations from the regional authorities.
