       According to data from open sources, all three officials were appointed to their positions in the ministry during the tenure of the previous health minister, Marcell Minnullin.

       The Ministry of Health of the Republic of Tatarstan has undergone significant personnel changes. Three high-ranking deputy ministers simultaneously left their posts, and their pages have been removed from the "Leadership" section on the official website of the agency. According to sources from the publication "BUSINESS Online," an official order regarding their resignation will be announced soon. Vladimir Filatov, head of the Kazan health department, who was appointed to this position in May 2024 after the previous head, Vladimir Zhavoronkov, was transferred to administrative work, and Vera Semyonova, who oversaw personnel policy and staff management, have left their posts in the ministry. She joined the ministry in February 2024 from the position of head of the Zelenodolsk Medical College. Also, Andrey Kirnosov, who was responsible for the key area of digitalization, has left. He was invited to Tatarstan from Moscow by the previous minister Marcell Minnullin and previously held leadership positions at the Faculty of Political Science at Moscow State University. It is noteworthy that all three were career appointees of ex-minister Marcell Minnullin and formed the backbone of his team. Currently, as reported by sources, active recruitment and coordination of new candidates is underway for all the vacant positions. Earlier, it was reported that the court ruled to confiscate property worth 7.5 million rubles from the former mayor of Bugulma. This concerns the confiscation for state revenue of an apartment in Bugulma and a Mazda car, which were purchased by the former official with unverified income for a close acquaintance.
