Its decrease leads to cheaper loans and stimulates consumption and investment, while an increase restrains inflation due to rising loan costs and increased attractiveness of deposits. The regulator began lowering the rate in mid-2025. In June, the rate fell to 20%, in July to 18%, in September to 17%, in October to 16.5%, in December to 16%, and in February 2026 to 15.5%. Prior to this, the rate was lowered in September 2022 to 7.5%, after which in 2023 the Bank of Russia began to raise it amid accelerating inflation and increased lending.
