The Department of Supervisory Activities and Preventive Work for the Leninogorsk Municipal District of the Ministry of Emergency Situations of Russia in the Republic of Tatarstan informs the public that various items (bicycles, sleds, strollers, equipment, furniture, construction debris, etc.) that residents place in residential buildings in common areas (attics, hallways, stairwells, under stairs, in vestibules, etc.) primarily obstruct safe evacuation of people, and secondly, are combustible materials that emit smoke and toxins when burned. The intense formation of combustion products (smoke, vapors) and their rapid spread through premises occurs already in the initial stage of a fire. In this situation, the concentration of carbon monoxide is extremely dangerous for humans, as just a few breaths can lead to loss of consciousness. Sometimes residents even store seasonal tires in the yard, and rubber, as is known, burns very intensely, is difficult to extinguish, and emits toxic smoke. Cluttering and leaving items in hallways and stairwells is a gross violation of fire safety requirements. This can complicate the evacuation of people in the event of a fire and lead to injuries. According to the Fire Safety Rules in the Russian Federation (Government Resolution No. 1479 of September 16, 2020, "On Approval of the Fire Safety Rules in the Russian Federation"), it is prohibited to obstruct doors and exits; to store items, furniture, and objects, including combustible ones, under stairwells and on stairwells. Administrative liability is provided for violations of fire safety requirements according to Article 20.4 of the Code of Administrative Offenses of the Russian Federation. If a violation of fire safety requirements leads to consequences provided for by the Criminal Code of the Russian Federation, criminal liability arises. Observe fire safety requirements!
