Special attention is given to confirming citizenship, which affects the procedure for submitting applications and the list of necessary documents. For Russian citizens, everything is extremely simple. A parent provides a passport, the child's birth certificate, and a document confirming registration at the place of residence. This is sufficient. The child's citizenship in this case is confirmed by a mark on the birth certificate or an insert about citizenship (if the document was issued before 2007). It is more complicated for those who do not have a Russian passport. For foreign citizens and stateless persons, the list is broader. In addition to the birth certificate, documents proving the parent's identity and confirmation of the child's registration at the place of residence will be required. It will also be necessary to undergo a medical examination confirming the absence of infectious diseases in the child and, importantly, to provide documents on the completion of state fingerprint registration. Furthermore, after submitting the application, the child will have to take a test on the knowledge of the Russian language sufficient for education. Separate rules apply to foreigners participating in the resettlement program for compatriots or having diplomatic status. For them, the requirements are simplified, but confirming documents are still mandatory. The ministry points out that all documents can be submitted through the "Gosuslugi" portal (this is a new feature this year), in person at the school, or by mail. Admission can only be denied if there are no available places—there are no entrance exams for first-graders as per the law.
