He held positions as deputy chairman of the executive committee of the Almetyevsk City Council of People's Deputies, secretary of the Almetyevsk City Committee of the CPSU, etc. In 1989, he was appointed Minister of Trade of the Tatar ASSR, and in July 1991 — Chairman of the Supreme Council of the Tatar SSR. Since January 1995, he has been the Prime Minister of Tatarstan. In 1998, he took the position of speaker of the State Council of Tatarstan, which he held until today.
