The questions from journalists were answered by: the Deputy Minister of Internal Affairs of the Republic of Tatarstan for citizenship and registration of foreign citizens, Police Colonel Denis Dzyonik. The Republic of Tatarstan remains an attractive region for foreign citizens, especially in the labor sector, which in turn requires effective management of migration processes. As a result of last year, the republic ranked 3rd in the number of incoming foreign citizens after Moscow and the Moscow region, St. Petersburg, and the Leningrad region. This year, more than 43 thousand foreign citizens have entered the republic. The majority arrive for the purpose of employment and education. This year, about 7 thousand patents have been issued to labor migrants for employment, as well as 1,463 work permits for foreign citizens arriving from visa countries. More than 20 thousand foreign students are studying at universities in the republic. Due to the action of the Decree of the President of the Russian Federation dated November 5, 2025, No. 825 "On the temporary procedure for admission to the citizenship of the Russian Federation and issuance of residence permits in the Russian Federation," the number of individuals acquiring citizenship has decreased by 40% compared to last year and amounted to 195. Special attention is required for monitoring the stay and employment of foreign citizens. For violations of migration legislation, such as failure to submit an annual notification of residence in the Russian Federation, staying outside the Russian Federation for more than 6 months, providing knowingly false information, committing administrative offenses more than 2 times within a year, as well as public order violations, decisions have been made to annul 32 temporary residence permits and 397 residence permits. This year, about 4 thousand violators have been brought to administrative responsibility for violations of migration legislation, of which more than 2 thousand foreigners were brought to account for violating the stay regime (Article 18.8 of the Administrative Offenses Code of the Russian Federation). 225 cases of illegal employment of foreign citizens have been identified (Article 18.10 of the Administrative Offenses Code of the Russian Federation). More than 400 decisions have been made regarding employers for using illegal labor, as well as for failing to timely notify about the employment of foreigners (Article 18.15 of the Administrative Offenses Code of the Russian Federation), of which 267 employers have been held accountable for failing to timely notify about the employment of foreign citizens (Part 3 of Article 18.15 of the Administrative Offenses Code of the Russian Federation). Approximately 800 decisions have been made regarding the expulsion of foreign citizens from the Russian Federation, which is twice as many as last year's figures. Entry to the territory of the Russian Federation has been closed for 1,702 foreign citizens who were expelled from the Russian Federation after committing more than two administrative offenses related to violations of public order or the stay and employment regime. In the first two months of 2026, 77 crimes committed by 69 foreign citizens have been investigated, which is 41.2% less than in the same period last year. Ongoing work is being carried out to prevent cases of fictitious registration of foreign citizens. This year, 43 criminal cases of this nature have been initiated. Last year, a register of controlled persons was launched in Russia (Federal Law dated August 8, 2024, No. 260-FZ "On amendments to certain legislative acts of the Russian Federation"). All foreign citizens and stateless persons without grounds for legal residence in the territory of the Russian Federation are subject to inclusion in the register. To date, the register contains more than 11 thousand foreign citizens in the Republic of Tatarstan. Unscrupulous employers continue to employ foreigners without the necessary permits for employment in the territory of the Russian Federation, without concluding an employment (civil law) contract with them. Furthermore, despite the opportunity provided to employers to verify foreign citizens in the register of controlled persons, cases of employing foreigners who have lost grounds for legal residence in the territory of the Russian Federation are being identified.
Employers should remember that for illegal employment of foreign citizens, as well as for failing to notify the territorial body of the Ministry of Internal Affairs of Russia about the conclusion or termination of an employment contract with foreigners, administrative responsibility is provided in the form of a fine of up to 1 million rubles.
