      This support measure is aimed at non-working pensioners whose total monthly income does not reach the subsistence minimum established in the republic for this category of citizens.

      Key parameters of the supplement in 2026

      In the current year, the subsistence minimum for pensioners in Tatarstan is 13,844 rubles. This amount serves as the starting point for calculations: if the financial support for a non-working pensioner falls below this threshold, the Social Fund automatically assigns the supplement. As of today, the average amount of FSD in the republic is 3,611 rubles.

      What is considered in the income calculation?

      SFR employees assess the total amount of all monetary receipts of the pensioner, including:

      - insurance and other types of pensions;

      - lump-sum pension payments formed from savings;

      - monthly cash payments (EDV) along with the value of the set of social services;

      - other forms of social support in monetary form (compensation for utility payments, phone bills, transportation, etc.).

      An important clarification: benefits provided exclusively in kind (for example, provision of medicines or sanatorium treatment under the NSU) are not included in the calculation of total income.

      How does indexing affect the supplement? A special mechanism for preserving income

      The head of the SFR branch in the Republic of Tatarstan, Eduard Vafin, explained the nuances related to the annual indexing of pensions and EDV. The main task is to prevent a decrease in the level of financial support for pensioners compared to the previous year.

      If the indexed amounts of pensions or EDV turn out to be less than those paid before indexing, the difference is included in the federal social supplement. This allows for the payment of the increase from indexing above the subsistence minimum for pensioners, maintaining the total income of the citizen at a level not lower than previously achieved. This mechanism remains in effect until the next scheduled indexing.

      Appointment occurs without applications

      The Social Fund of Russia has transitioned to a non-application principle: as soon as the fund's specialists record that the income of a non-working pensioner has fallen below the regional minimum, the supplement is automatically established. There is no need to apply in person.
