The security forces believe that Kornikov used his official position: he was looking for candidates among those who independently approached the military registration office and passed their information to the entrepreneur. After that, documents were drawn up as if the businessman had attracted these people. The investigation believes that from November 2025 to March 2026, the entrepreneur formalized four people under this scheme. For them, the businessman was supposed to receive 1.2 million rubles; the security forces believe that most of this amount—1 million 56 thousand rubles—was intended for the military commissioner.
