      Former rector of Kazan University and ex-head of the Yelabuga district Ilshat Gafurov has returned to Tatarstan as a convicted person. He was transferred from the Moscow pre-trial detention center to the strict regime correctional colony No. 5 of the Federal Penitentiary Service for Tatarstan in the village of Nizhniye Vyazovy in the Zelenodolsk district, sources from "Real Time" report.

      There is nothing surprising about Gafurov's return to his homeland. Back in 2020, amendments were made to the Criminal Executive Code of the Russian Federation allowing convicts to serve their sentences in the region of residence of close relatives. The goal is to maintain social ties.

      According to sources from "Real Time", Ilshat Gafurov was delivered to Kazan with the transfer on Tuesday, April 7 — to the distribution center at colony No. 19. On Wednesday, he was moved to the place of serving his sentence — to the Sviyazhsk colony, where he is currently undergoing the mandatory quarantine procedure for all newcomers.

      Recall that the sentence for the former rector of KFU and head of Yelabuga came into force back in December 2025. At that time, the Moscow City Court made significant amendments to the final decision of the Savelovsky District Court of Moscow and reduced Ilshat Gafurov's prison term from 22 to 18 years in a strict regime colony, and also canceled the recovery of 60 million rubles in favor of the victims, transferring their claims for consideration in civil proceedings. The mitigation of the sentence was due to the appellate court's decision to combine two episodes of serious charges against Gafurov into one and qualify his actions as incitement to murder of Yelabuga deputy and businessman Aidar Israfilov.

      The Federal Penitentiary Service could transfer the convict to the colony only after receiving the appellate ruling from the Moscow City Court on his case. It was with this document, as sources from "Real Time" note, that the hitch arose. In the Moscow City Court, those interested in his fate were assured that the necessary paper had been sent to the court of first instance, while in the Savelovsky court, they shrugged their shoulders. And this continued for several months.

      The Sviyazhsk strict regime colony is designed for 1,500 inmates. According to the Federal Penitentiary Service, the first convicts appeared here back in the 1930s, when a correctional labor colony for 200 people was opened on the basis of the state farm of the NKVD of the TASSR. Currently, inmates in Sviyazhsk are serving sentences for serious crimes — murders, drugs, rapes. As well as for large-scale bribery. At one time, the most famous inmate of this "zone" was the former head of Verkhny Uslon, Alexander Timofeev. There, the former head of the Social Insurance Fund in Tatarstan, father of five children Pavel Lokhanov, also served his sentence before being transferred to forced labor.
