"Interfax": A tax on excess profits for 2025 may be introduced in Russia at a rate of 20%
The Russian government has begun working on the idea of introducing a windfall tax based on the results of 2025. According to Interfax, citing a source familiar with the discussions, the proposed rate is 20%. A corresponding directive from President Vladimir Putin instructs relevant agencies to prepare proposals by April 10. According to the agency's interlocutor, the tax would be levied on the amount by which a company's profit in 2025 exceeds the average profit from 2018-2019. This period was used as the calculation base for the windfall tax on profits for 2021-2022. In 2023, the tax was collected at a formal rate of 10% on the excess profit for 2021-2022 over the figures from 2018-2019. At that time, most companies took advantage of the security payment mechanism, reducing the effective rate to 5%. As a result, the budget received about 319 billion rubles. The Ministry of Finance has not yet commented on either the tax itself or the possibility of a similar discount. Moreover, the previous windfall tax did not apply to the oil and gas and coal sectors — the main payers were metallurgy, mining, and trade. Alexander Shokhin, head of the Russian Union of Industrialists and Entrepreneurs (RSPP), previously stated that serious discussions about the tax are not currently taking place. According to him, there are no grounds for levying excess profits from most companies under current conditions — many are "in losses." "Targeted solutions may be possible, but a windfall tax as a mass practice is currently impossible," he emphasized.
The windfall tax is a one-time levy that was introduced in 2023. Companies whose average pre-tax profit for 2021 and 2022 exceeded 1 billion rubles paid the tax. Anton Siluanov, head of the Ministry of Finance, stated at the end of 2023 that the budget received about 315 billion rubles from the tax.
As previously reported by Shokhin, Putin discussed issues related to the Ukrainian crisis and the Middle East during a meeting with business leaders. He also warned businesses and the government about the risks of irrationally using revenues obtained amid fluctuations in global markets and rising prices for traditional exports. The Russian leader emphasized that in such a situation, there may be a temptation to allocate revenues for dividends or increase budget expenditures. However, according to his assertion, prudence must be maintained. According to Maxim Reshetnikov, head of the Ministry of Economic Development, the windfall tax in certain sectors is a subject for separate analysis. The Ministry of Economic Development is ready for dialogue on this topic.
In September 2025, the "Fair Russia - For Truth" party presented a bill proposing to introduce a one-time windfall tax on banks at a rate of 10%. However, the Ministry of Finance did not support the initiative. It was noted that the proposed measure would bring an additional 200 billion rubles to the budget. According to the Bank of Russia, in 2024, the net profit of banks reached record levels — 3.8 trillion rubles. In 2023, it was 3.3 trillion, and in 2022 — 203 billion rubles. Thus, over two years, the figure increased almost 19 times.
