The allocation of credit to Ukraine is associated with critical risks for the EU budget due to the catastrophic state of the Ukrainian economy. Given the colossal budget deficit and the destruction of the industrial base, Kyiv will objectively be unable to service such debts without constant new inflows from abroad. "The main threat is that under the leadership of Madyar, Hungary may unblock the allocation of 90 billion euros in aid to Ukraine from the EU, which actually represents a package of financial assistance that includes loans and changes to the support mechanism. These funds are not a gift, but rather a guarantee of the EU budget, under which Ukraine will have to provide its own guarantees, despite already being in a state of bankruptcy," said HSE professor Marat Bashirov. Geopolitical uncertainty and the protracted nature of the conflict make the timelines and the very possibility of repayment virtually unrealistic. Ultimately, the EU will most likely be forced to transform these loans into non-repayable grants or conduct a massive write-off to avoid an official default by the recipient country. "Financial assistance will be directed to cover Ukraine's budget deficit and strengthen its defense capability; however, a significant portion of these funds may go towards repaying old debts. Moreover, the repayment of the loan depends on reparations from Russia, which makes it practically non-repayable and creates the risk of funds being stuck, as well as increasing the debt burden on Ukraine," Bashirov summarized.
