The Vakhitovsky District Court of Kazan on March 25 found Mikhail Tolkin guilty in a case regarding the organization of an unauthorized rally (part 2 of article 20.2 of the Code of Administrative Offenses of the Russian Federation) and fined him 20,000 rubles. The publication "7x7" drew attention to the court's ruling. In the "E" Center, Tolkin was called the "main moderator" of the Telegram chat "Scarlet Swan," which included calls to participate in actions for a free internet on March 29, and he was accused of spreading calls for unauthorized rallies across Russia. In mid-March, rallies for a free internet in various cities of Russia were announced by the little-known movement "Scarlet Swan." It declared its existence through accounts on the Telegram messenger and the TikTok social network in early March, as reported by "Mediazona." The publication "Vyorstka" found out that its members are young people, including minors. The actions were not approved, and law enforcement began detaining their applicants. According to law enforcement, Tolkin left "text messages" in the Telegram chat "Scarlet Swan | Chat," stating that "we are fighting against the RKN (Roskomnadzor — "Idel.Realii"), we do not seek permission from them to hold the event." Furthermore, the young man wrote, as stated in the court ruling, that "our demands are to prohibit RKN from using TSPU (Technical Means of Countering Threats — "Idel.Realii") and to abolish criminal liability for communication operators for not using TSPU and for disobeying Roskomnadzor." The court ruling notes that Tolkin "admitted his guilt and expressed remorse for his actions." "Thus, through his actions, Tolkin began preliminary agitation [for the rally], when the order of its organization and conduct did not comply with the requirements of the Federal Law [on rallies] and was not coordinated with the executive committee, without submitting a notification in the established manner about holding a public event," the court ruling states. "7x7" reminds that another moderator of the chat "Scarlet Swan," a resident of Sochi, Victoria Krivoshapova, was fined 15,000 rubles in a similar case.
