In Tatarstan, quotas for the employment of participants in the Special Military Operation have been introduced.
The State Council of Tatarstan unanimously adopted in the first and final readings a bill on the quota for job placement for participants of the special military operation. The document was presented by the Minister of Labor, Employment, and Social Protection of the Republic, Elmira Zaripova. According to the law, for enterprises with 200 or more employees, a quota of 1% of the average number of employees is established. According to Zaripova, the innovation will affect about 875 employers in the republic. "The adoption of this law will complement federal legislation in terms of providing social support measures for participants of the special military operation and will address the issue of employment and adaptation of participants to civilian life," she emphasized. The minister noted that there is already a law on job quotas for people with disabilities in Tatarstan. Participants of the special military operation who have disabilities fall under its action: the quota is 2% for organizations with 36 to 100 employees and 3% for companies with more than 100 employees. The document also specifies cases in which an employer may be exempted from fulfilling the quota. This applies, in particular, to public organizations of disabled people and enterprises created by them, bankrupt companies, employers planning mass layoffs, as well as situations where there are no suitable candidates among the participants of the special military operation in the employment service. In addition, the quota does not apply if the number of employees falls below the established threshold. It should be noted that quotas for the employment of combat veterans have already been established in several regions of Russia. For example, in the Moscow region, the quota is one job for a total number of employees exceeding 200. In St. Petersburg, employers with more than 100 employees are required to allocate two jobs as a quota. In Mordovia, quotas are established not only for combat veterans but also for their family members.
