The deputies of the State Council of Tatarstan adopted a law on quotas for the employment of participants in the Russian invasion of Ukraine.

The State Council of Tatarstan today, April 15, adopted a bill on quotas for the employment of participants in the war with Ukraine in its first and final readings. According to the document, for employers in the republic with more than 200 employees, a quota of 1% of the average number of employees is established. The Minister of Labor, Employment, and Social Protection of Tatarstan, Elmira Zaripova, reported that the quotas will affect about 875 employers in the republic. "The adoption of this law will complement federal legislation regarding the provision of social support measures for participants of the special military operation (SMO), which Russian authorities are required to call the full-scale invasion of Ukraine, and will resolve the issue of employment and adaptation of SMO participants to peaceful life," Zaripova is quoted by "Business Online." She added that a law on job quotas for people with disabilities is already in effect in the republic. Zaripova clarified that participants in the Russian invasion of Ukraine who have disabilities fall under its provisions: the quota is 2% for organizations with 36 to 100 employees and 3% for companies with more than 100 employees. The law also specifies cases in which an employer may be exempted from fulfilling the quota. This particularly concerns public organizations for the disabled and enterprises created by them, bankrupt companies, employers planning mass layoffs, as well as situations where there are no suitable candidates among the participants in the war with Ukraine in the employment service. Earlier, the head of the Tatarstan branch of the "Defenders of the Fatherland" fund, Guzel Udachina, reported that "as of early February," 75% of veterans of the Russian invasion of Ukraine are employed. She added that 545 employers in the republic are ready to provide four thousand jobs for participants in the war.
