The official wrote about this in his Telegram channel. Belyaev clarified that he, together with prosecutors, visited the shelters in Nizhnekamsk that residents had previously complained about. "I went down to the basements under the management of the management companies 'Eibet' and 'Housing.' The first thing I want to note from the inspection is that there are basements whose condition does not match what was indicated in the reports. There are several points that urgently need to be put in order. The management companies are currently addressing this issue, and I will keep it under constant control. We are talking about simple but mandatory conditions: access, lighting, water, a first aid kit, and a place to sit. These are the requirements for those shelters designed for short-term stays — up to three hours," Belyaev wrote. He also added that "there are basements that are not suitable for shelters": "Some have dangerous descents, and some have active communications running through them. There is no point in considering them as places for shelters; such facilities have been ordered to be immediately moved to the 'red zone' to be removed from the list." Currently, according to Belyaev, an inventory of other possible places for sheltering the population is being conducted, including underground parking lots and social facilities. "And an important point that you, dear residents of Nizhnekamsk, wrote about on social media — the timely opening of basements. Management companies have been instructed to designate responsible individuals so that access in case of missile danger is as prompt as possible. They have also been recommended to consider access options with intercoms and electronic locks," Belyaev wrote.

      Recall that residents of Nizhnekamsk complained about closed shelters and their condition after missile danger was declared on the evening of April 9. According to "Real Time," residents reported that basements in many houses were either locked or flooded. Additionally, it was reported that there were water, mice, rats, and garbage in the basements, and some shelters were locked. Recall that at the meeting of the State Council of Tatarstan on April 15, Communist Party deputy Albert Yagudin stated that about half of the bomb shelters in the republic are closed, flooded, or lack basic equipment.
