The April meeting of the Academic Council of Kazan State Medical University took place.

      On April 29, an extended meeting of the Academic Council of Kazan State Medical University took place – the first under the chairmanship of Acting Rector Airat Farakhov. The April Academic Council was distinguished by the expanded geography of its participants – the Minister of Health of the Mari El Republic, Vladimir Gladnev, the Deputy Minister of Health of the Republic of Tatarstan, Ildar Fatikhov, as well as the chief physician of the Almetyevsk Multidisciplinary Hospital, Gulsina Shamseeva, and the chief physician of the Emergency Medical Care Hospital of Naberezhnye Chelny, Roman Jumabaev, were invited to the meeting.

      The council participants did not deviate from the established tradition, and the event began with congratulatory words addressed to the head of the Department of Physical Education and Health, Ruslan Kolyasov, who recently celebrated his anniversary. On April 10, he was awarded the honorary title of "Honored Worker of Physical Culture of the Republic of Tatarstan" by the decree of the President of Tatarstan. Airat Farakhov congratulated Ruslan Kolyasov on behalf of the team.

      "Our task is to provide medical organizations with qualified personnel."

      The first item on the main agenda of the Academic Council was the implementation of the "University – Region" project at Kazan State Medical University. The report was presented by Acting Vice-Rector Sergey Osipov. The head of the Ministry of Health of Mari El, Vladimir Gladnev, spoke in response:

      "I hope that in the near future we will be able to meet at the regional level and discuss new growth points and prospects for cooperation development. We have many opportunities for joint work in both specialty training and postgraduate education," noted the speaker.

      Gladnev particularly highlighted the work of the Department of General Medical Practice, which operates in the Mari El Republic and, in the guest's opinion, is a guarantee of continuous cooperation and joint efforts in training qualified specialists.

      The Deputy Minister of Health of Tatarstan, Ildar Fatikhov, raised the issue of staff shortages in healthcare, focusing on the need to strengthen work in this direction:

      "Together with the university, we are working on improving personnel policy within the framework of the national project. Our main task is to provide medical organizations with qualified doctors and nursing staff. Over the past 10 years, during which we have been monitoring personnel, analyzing the inflow and outflow of specialists, I am pleased to note a positive trend."

      Fatikhov noted that there are support programs for specialists in the republic, including the provision of rental housing and grant support (800,000 rubles for partial reimbursement of housing purchase costs under the federal programs "Rural Doctor," as well as grants under the "Rural Paramedic" program). Starting from 2026, by the decision of Rustam Minnikhanov, a subsidy for housing purchase for narrow specialists who have come to the republic from other regions is in effect.

      "Another important aspect of working with personnel is mentorship. Young specialists require special attention and assistance. We must adapt to new realities and provide them with the necessary working conditions," concluded Fatikhov.

      He also reminded about the activities of the basic departments of Kazan State Medical University: the republic is divided into three main zones, and this model allows for the provision of high-tech medical care not only in Kazan but also in other cities of the republic.

      At the end of his speech, the deputy head of the regional Ministry of Health thanked the federal center for its support, which allows for increasing the numbers of targeted admissions.

      The second item on the agenda was dedicated to the activities of the basic departments of Kazan State Medical University. Reports were presented by the head of the Department of Family Medicine in Yoshkar-Ola, Marina Pankova, the head of the Department of Clinical Medicine in Almetyevsk, Ildus Mustafin, and the head of the Department of General Medicine in Naberezhnye Chelny, Evgeny Dumanyan. The heads of the clinics where the departments are based also spoke about their work – the chief physician of the Almetyevsk Multidisciplinary Hospital, Gulsina Shamseeva, and the chief physician of the Naberezhnye Chelny Emergency Medical Care Hospital, Roman Jumabaev.

      The Academic Council held elections for department heads and competitive appointments.

      Then they moved on to the consideration of competitive cases. Announcements for filling vacant positions were published on the official website on January 22 and February 27, 2026.

      A meeting of the competition commission took place, which concluded that all submitted documents met the requirements. The commission reviewed applications and documents for the elections of department heads and competitive appointments, after which voting took place.

      The following were elected as heads of departments:

      – Department of Public Health and Healthcare Organization – Doctor of Medical Sciences, Professor A.A. Gilmanov;

      – Department of General Surgery – Doctor of Medical Sciences, Professor S.V. Dobrokvashin;

      – Department of Histology, Cytology, and Embryology – Doctor of Medical Sciences, Professor R.R. Islamov;

      – Department of Biochemistry and Clinical Laboratory Diagnostics – Doctor of Medical Sciences, Professor I.G. Mustafin.

      The following were elected to the positions of professors of the departments:

      – Professor of the Department of Neurology – Doctor of Medical Sciences, Associate Professor T.V. Danilova;

      – Professor of the Department of Pharmacology – Doctor of Medical Sciences, Professor L.E. Ziganshina;

      – Professor of the Department of Pediatric Surgery – Doctor of Medical Sciences, Professor I.N. Nurmeev;

      – Professor of the Department of Pediatric Infections – Doctor of Medical Sciences, Associate Professor H.S. Khayertynov;

      The following were elected to the positions of associate professors of the departments:

      – Associate Professor of the Department of Neurology – Candidate of Medical Sciences, Assistant L.Z. Afandiyeva;

      – Associate Professor of the Department of Orthopedic Dentistry – Doctor of Medical Sciences, Assistant M.G. Soykher.

      A commission for the election of the rector was approved at Kazan State Medical University.

      After conducting the procedure for competitive appointments, the participants moved on to the question "On the election of the rector of Kazan State Medical University." The head of the legal department, Oksana Ermilova, spoke about the amendments to the regulation "On the procedure for the election of the rector." After that, in accordance with the new version of the regulation, voting took place to initiate the procedure for the election of the rector.

      A commission was also approved for organizing and conducting the election of the rector of Kazan State Medical University, chaired by the dean of the dental faculty, Professor Rinat Saleev.
