The Cabinet of Ministers of Tatarstan adopted a resolution approving the procedure for organizing the activities of temporary animal holding points. The document comes into force on September 1, 2026, and will be valid until September 1, 2032. According to the new rules, temporary holding points must meet strict requirements: be located at least 150 meters from residential buildings, have the necessary equipment and veterinary services. The maximum period for keeping animals in such points will be 20 calendar days.
The points must be equipped with special zones for keeping, storing feed, and biological waste. Strict standards for space for different types of animals, feeding rules, walking, and veterinary services are provided.

An important aspect of the new order is the regulation of work with lost animals. Owners will have the opportunity to search for their pets by inspecting the animals in the point. The document also defines the rules for interaction with volunteers and the procedure for conducting charitable activities.
Earlier, deputies of the State Duma faction "New People," led by Deputy Speaker of the State Duma Vladislav Davankov, sent a letter to the Chairman of the Government of the Russian Federation Mikhail Mishustin proposing to increase fines for owners abandoning pets and direct these funds to support shelters.
