      The President of Russia, Vladimir Putin, signed a law introducing administrative fines for the sale of tobacco and nicotine-containing products in violation of established prices and expiration dates. The document was published on the official legal acts portal. The new regulations are aimed at strengthening control over the circulation of goods that are subject to mandatory labeling and are tracked through the state monitoring system. The law establishes liability for violating the ban on selling tobacco products below the maximum retail price or above it, as well as for selling nicotine-containing products below the established minimum level. These restrictions apply in cases where the seller received the relevant information from the monitoring system. The amount of fines depends on the number of units sold in one store in one day. If up to 100 units are sold, the fine will be 5,000 rubles. For sales from 101 to 1,000 units, the fine will be 50,000 rubles, and for exceeding 1,000 units, it will be 500,000 rubles. Separate liability is introduced for selling expired products after receiving a notification from the system. For individual entrepreneurs, the fine will be 10,000 rubles for each unit of goods, and for legal entities, it will be 20,000 rubles per unit. There is also a penalty for selling tobacco and nicotine-containing products by a seller not registered in the monitoring system if more than ten units are sold through one cash register within a month. In this case, the fine will be 50,000 rubles. Moreover, if a violation is detected and recorded by the monitoring system, no protocol will be drawn up: a ruling will be issued without the participation of the violator and will be formalized electronically.
