In the capital of Tatarstan, the requirements for developers regarding infrastructure for pet owners have been strengthened. Starting in January, updated urban planning regulations have been in effect in the city: now, every new residential complex must include equipped areas for dog walking. This was announced during the business Monday by the Deputy Head of the Kazan Executive Committee, Iskander Giniyatullin. He noted that the changes are aimed at creating a more comfortable urban environment where the interests of residents and their pets are taken into account at the design stage. "Our main task is to ensure that people and their pets can live comfortably in our city, walk in their yards, and not disturb anyone. Therefore, the new design rules for construction with infrastructure for pets are the next and logical step in our program 'Kazan - a city without abandoned animals,'" commented the head of the Executive Committee of the Republic of Tatarstan, Rustem Gafarov, on the introduction of the new construction rules. According to the new requirements, residential complexes must not only have dog walking areas but also zones for animal play and hygiene. These elements are now mandatory conditions for commissioning facilities, and minimum area parameters have been established for the sites. Previously, such norms mainly applied to parks, but now they are specifically tied to residential construction. Amendments to the urban planning regulations were approved by the Kazan City Duma at the request of the city head, Ilsur Metshin. According to Iskander Giniyatullin, the development of "pet-friendly" infrastructure - from specialized areas to accessible veterinary care - is becoming an important part of modern urban policy.
As of today, there are 21 dog walking areas operating in Kazan. In particular, three new ones were opened in 2025: in the eco-park "Arkadia," in the yards of houses No. 41 and 43 on Fatykh Amirhan Avenue, and in the "Zarya" park.
