In 2025, 22,000 people were registered for migration in Naberezhnye Chelny, as reported today at a city council meeting by the deputy head of the executive committee, Viner Kharisov. The overwhelming majority of those coming to Chelny are labor migrants – according to Kharisov, they make up 86% of the total flow, or over 18,000 people from last year. "Among the main difficulties faced by foreign citizens during the adaptation period are language barriers, differences in cultural traditions, and insufficient knowledge of Russian legislation. Employers play a key role in overcoming these barriers. Today, every such enterprise has developed guidelines for foreign citizens," Kharisov stated. The speaker also noted that migrants are increasingly arriving in Naberezhnye Chelny with families, which brings their children and other household members into special focus. "The education of migrant children in schools faces various problems related to adapting to a new social and educational environment. They require additional support. As of April 1, 2025, a law came into effect prohibiting schools from enrolling migrant children who do not speak Russian. To enroll, they must pass Russian language tests from the first to the eleventh grade," Kharisov explained. According to him, there are currently 210 children of labor migrants studying in Chelny schools, and 1,266 students from 26 countries in universities and colleges. The vast majority of them study in universities – 1,243 people, and only 23 attend colleges. Most foreign students are attendees of courses at the NChI KFU and NGPU. "Unfortunately, recently, the incoming young people have begun to cultivate moral values that are not characteristic of Russian society and culture. The youth have been influenced by social phenomena. The reasons for such situations are fundamentally different social experiences, levels of upbringing in families, and the media coverage of adaptation issues," added the deputy head of the administration. As noted by the mayor of Naberezhnye Chelny, Nail Magdeev, at the conclusion of the report, the topic of interethnic relations is not new for the automotive city – representatives of about 80 nationalities built "KAMAZ" and entered into interethnic marriages. "They say that the environment shapes a person, and today we have a good environment for the adaptation of foreign specialists. If we look back at the history of the Soviet Union, then a Tajik, Uzbek, Kyrgyz, Armenian, Georgian – how are they foreigners? Yesterday they were citizens of the USSR. De jure they are, of course, foreigners, but de facto they have long considered Naberezhnye Chelny their homeland, where their children grew up. I appeal to everyone: foreign specialists will continue to come. The world has long been open, and it is impossible to close it. Our specialists also travel abroad. Therefore, the task of the urban community, our 82 nationalities and ethnic groups, is to create appropriate conditions for the adaptation of so-called foreign citizens. Our national-cultural autonomies must work together with us on this. If a group of students or workers arrives, the national-cultural autonomies, with our support, should work with the opinion leaders of this group. Conditions have been created, there are authoritative people," the mayor stated. Magdeev also emphasized the importance of the socialization of migrant children. "A child must be adapted to the language and urban environment; let's address this issue. We must accept children into schools, but they need to be taught before the first grade so that they come to school prepared. Who will take care of this? Let's not wait for orders from the republic; let's start addressing this issue. The labor resources in the country are decreasing, this is a fact that cannot be ignored – it is both a demographic pit and a special military operation. So what are we waiting for? It won't resolve itself. Let's put this matter on paper and consult with our national communities – how do they see this task."
