The site is owned by Uzbekistan and has the status of a free economic zone. "More than 30 million US dollars were invested in the construction and reconstruction of real estate for future residents. For small and medium-sized businesses, construction in new territories in other countries always poses significant risks," he said. Currently, about 30 residents from seven countries, including Russia, are operating at the site. Revenue has exceeded 60 million dollars. More than 30% of the products are exported – from Tajikistan and Kazakhstan to Australia, New Zealand, and Mexico. The head of international business development at JSC "Roskhim" Arsham Sogomonian added that "Khimgrad" is launching another international site in Sumgayit, Azerbaijan – a major industrial center since Soviet times. Here, 50,000 square meters of production space are planned to be built on 10 hectares. The first building of 10,000 "square meters" is already ready. "The focus is on the processing of polymers and paints. Yesterday we signed two agreements with potential residents," Sogomonian reported.

      A new complex in Nizhnekamsk for 300 billion rubles

      The director of the oil and gas chemical complex "Tatneft" Azat Bikmurzin presented a project that the company is implementing in Tatarstan. A complex for the production of polyethylene terephthalate (PET) of a full cycle – one of the key polymers for packaging, textiles, and the food industry – will be built in the Nizhnekamsk district. Investments will amount to about 300 billion rubles. The complex will create nearly a thousand new jobs. Annual tax deductions will be about 20 billion rubles. The project received preferential financing under the cluster investment platform. Subsidies partially cover interest on the loan. The relevant decree was signed by the Government of the Russian Federation at the end of April. After launch, an increase in the share of Russian products in the domestic market is expected to reach 93% for PET, 95% for polypropylene and synthetic fibers, and 72% for textile products. For terephthalic acid – complete, one hundred percent replacement of imports. "For the first time, a complete processing cycle from crude oil to the production of high-tech polyethylene terephthalate polymer – a product that is in demand and used in plastic containers, bottles, films, and as a filling material – will be formed practically from scratch. Like most investments in chemistry, this project is being implemented with a pronounced import substitution character," noted Bikmurzin. According to him, the emergence of the complex will give an impetus to the development of the food, textile, automotive, and electronics industries.

      Oil and bioeconomy

      The principles of bioeconomy play an important role in the efficiency of the oil and gas chemical industry. Bioeconomy is becoming a key element of sustainable development for society as a whole and "Tatneft" in particular. This was stated by the company's general director Nail Maganov at the session "Bioeconomy – a driver of regional development." "Bioeconomy is an important modernization tool that relies on natural resources while using the most modern technologies," emphasized Maganov. According to him, by incorporating bioeconomy into the company's development strategy, it has been possible to create a tool for the comprehensive development of "Tatneft," supporting heavy industries: oil production, oil refining, and petrochemistry.

      The general director of "Tatneft" emphasized that the development of bioeconomy has become one of the key national projects in Russia and covers all areas of activity. Moreover, this is reflected in the new development strategy of Tatarstan, where bioeconomy is the main direction for diversifying and increasing the efficiency of traditional industries. "We started this path before the adoption of the national strategy. Although our company is large, it is not the largest among oil companies, we have to run a little faster than others to survive in business. Our experience has organically fit into the overall development strategy of Tatarstan and participation in the country's projects," added Maganov. Currently, "Tatneft" is implementing biotechnological projects, including those aimed at expanding the capabilities of oil field development. The company uses microorganisms in the search, extraction, and processing of raw materials. In addition, biotechnology allows for the creation of new materials, increasing the competitiveness of petrochemical products and the sustainability of export-oriented industries.
