      The cold and snowy winter was one of the reasons for the decline in the volumes of individual housing construction in Russia in 2026. This assessment was shared by the Deputy Prime Minister of the Russian Federation, Marat Khusnullin, at the KazanForum with RIA Novosti. "There is a decline in individual housing construction. We are examining this situation in detail. I recently held a meeting with the regions, asking them what the reason is. You know, one of the reasons is somewhat strange — the cold and snowy winter. Many regions say that it is precisely because of the cold and snowy winter that individual construction has stalled, and the commissioning has stopped," he said. At the same time, Khusnullin clarified that the seasonal factor is not the key reason for the problems with individual housing construction. "The key issue is still the high interest rate and low mortgage lending specifically in individual housing construction," the Deputy Prime Minister explained. "In previous years, we had a larger volume of mortgages in individual housing construction, but during the cooling period [of preferential mortgages], from 2024 to 2025, mortgage lending for individual housing construction fell by 70-80%." At the end of April, the Ministry of Construction, Architecture, and Housing and Utilities of Tatarstan reported to "BUSINESS Online" that 71% of private houses being built under mortgage contracts had construction deadlines violated. This concerns Kazan and the adjacent areas, as well as the Zakam region. Earlier, Deputy Minister of Construction and Housing and Utilities of the Russian Federation Nikita Stasishin noted at a round table in the Federation Council that in January-February 2026, the commissioning of individual housing construction amounted to 10.2 million square meters, which is 40% less than the previous year. In Tatarstan, the situation is even worse: in January-February, private builders registered 445 thousand square meters, while a year ago they completed more than 1 million square meters of individual housing construction. That is, the commissioning of private housing fell by 2.5 times compared to last year.
