      Today, it is not easy for a young family to obtain subsidized housing in Tatarstan. The waiting list stretches for years, and the requirements have tightened. The new approach announced by the Minister of Youth Affairs of Tatarstan, Azat Kadyrov, at KazanForum is expected to change the rules of the game.

      It involves a mechanism based on Islamic mortgage and interest-free lending. In the classical understanding, Islamic mortgage prohibits usury (riba): the bank does not charge interest but buys the housing and sells it to the family in installments with a fixed markup, or participates in shared ownership. This makes the monthly payment predictable and often lower than a regular mortgage.

      Kadyrov emphasized: "We are currently preparing proposals, forming a concept in a new format to report to the republic's leadership and obtain a decision." This means the program is still in the development stage, but the direction is clear.

      Numbers: how many families are waiting for assistance

      The housing problem for the youth of Tatarstan remains one of the most pressing issues. Over the past 20 years, support has been provided to more than 8,000 families. However, about three thousand families are still in line, who have not yet received assistance from the state.

      Currently, there are four housing programs operating in the republic: federal (subsidies for young families), social mortgage, and two regional mechanisms. However, their effectiveness has decreased. It was previously reported that the rules for granting subsidized housing were tightened specifically to reduce the burden on the budget and shorten the waiting list itself.

      What are the advantages of the new approach

      Interest-free or Islamic mortgage can solve several problems at once:

      - no overpayment of tens of percent per annum;

      - fixed payment not tied to the Central Bank's key rate;

      - the opportunity for religious families to acquire housing without violating religious norms.

      Currently, the program exists only as a concept. But the very fact that the Ministry of Youth Affairs of Tatarstan is seeking an alternative to traditional bank loans indicates a systemic crisis in affordable housing. If the project is approved, Tatarstan will become a pilot region for all of Russia in implementing Islamic financial instruments in the social sphere.
