By 2028, electric scooters and other means of individual mobility (SIM) in Russia will have to undergo state registration with the installation of license plates. This follows from the action plan for the implementation of the Strategy for Improving Road Safety until 2030 and the outlook until 2036, approved by the order of the Government of the Russian Federation. "In general, accident-free movement involving electric scooters and other devices is proposed to be established through the introduction of new regulatory measures," notes the press service of the Government in this regard. The Ministry of Internal Affairs and the Ministry of Transport have been designated as responsible for organizing the registration of individual mobility devices with the issuance of numbers. In addition, by 2030, the issue of mandatory labeling of electric scooters and other SIM confirming their compliance with established safety requirements should be resolved. Furthermore, in the current year, 2026, it is planned to approve regional infrastructure development plans for SIM and their integration into urban transport systems.
