The check was conducted as part of the state program "Implementation of the Anti-Corruption Policy of the Republic of Tatarstan." This was reported at a training seminar on "Anti-Corruption Expertise and Independent Anti-Corruption Expertise of Regulatory Legal Acts and Their Projects." The head of the department for regulatory legal work in the field of local self-government and maintaining the municipal register, Raliya Garifullina, noted that in 2025, 23,759 municipal acts were subjected to expertise by the Ministry. In 253 of them, 506 corruption factors were identified. More than 90% of the violations detected in 2025 and the first quarter of 2026 are related to the breadth of discretionary powers and regulatory collisions. All corruption factors identified by the Ministry in 2025 have been completely eliminated. Deputy Minister Mukharryam Ibyatov noted that Tatarstan is among the leaders in implementing anti-corruption technologies and institutions in Russia. He emphasized that anti-corruption expertise is an important means of preventing offenses. "The state creates various forms of public participation in anti-corruption activities, one of which is independent anti-corruption expertise conducted by accredited experts," he added.
