Roskomnadzor has held 85 telecom companies accountable for failing to provide authorities with data on subscribers' IP addresses. This was reported to "Izvestia" by the supervisory agency. It is noted that companies are required to provide such information after receiving the appropriate notification. As explained by the head of the "IT & IP Dispute Resolution" department at "Rustam Kurmaev and Partners," Yaroslav Shitsle, the fine for the first failure to provide information can reach 500,000 rubles. For repeated violations, the penalties increase to 1 million. Information about IP addresses is needed for "countering threats to the security of the Russian segment of the internet, countering cyberattacks, including DDoS attacks," Roskomnadzor stated. Companies must transmit data about the locations where IP addresses are used and the identifiers of technical means for countering threats (TSPU) through which traffic passes. TelecomDaily CEO Denis Kuskov believes that government organizations are regularly subjected to cyberattacks, so monitoring IP addresses is simply necessary. NTI wireless communication expert Oleg Yablokov explained that this data is essential for effective traffic filtering and responding to DDoS attacks. Additionally, it allows determining whether the user is using a circumvention service. According to ComNews Research partner Leonid Konik, the equipment necessary for notifying about changes in IP addresses is very expensive. Furthermore, to comply with the requirements of Roskomnadzor, additional personnel need to be hired. The expert believes that meeting the data transmission requirements could affect tariffs. In June 2025, it was reported that Russia might expand the list of user data that aggregators would be required to transmit to law enforcement agencies. This includes network addresses and ports, as well as information about the location of the device through which the user accessed the server.
Recall that information about users' and websites' IP addresses is already stored under the law on the "sovereign Runet." The Ministry of Digital Development noted that these measures are aimed at increasing the detection of crimes on the internet and protecting user data from fraudsters.
