The order for its organization was signed by the Prime Minister of the Republic, Alexey Pesoshin. The main goals of the event are to support local boat and yacht manufacturers, as well as to develop water tourism.
An organizational committee has been formed to prepare and conduct the festival, led by the Deputy Prime Minister - Minister of Industry and Trade of the Republic of Tatarstan, Oleg Korobchenko. Its members include representatives of the government, relevant ministries, as well as employees of the Ministry of Internal Affairs and the Ministry of Emergency Situations. During the festival days, traffic will be temporarily restricted on Protopop Avvakum Street in the area of the yacht club. The Executive Committee of Kazan has been instructed to ensure public safety.
