Support for families with children has been and continues to be one of the key tasks of modern social policy in Russia. In Tatarstan, employees of the Social Fund Office are actively working on measures aimed at strengthening families and improving the quality of life for parents and children. Currently, 173,309 children from Tatarstan receive the unified benefit. This is 20.33% of the total number of minor residents of the republic. If we summarize the entire last year, the total amount of payments to families with children reaches an impressive sum of over 36 billion rubles. In the first 3.5 months of this year, the amount of funds transferred was 11.5 billion rubles.

      This amount includes:

      the unified benefit, including payments to pregnant women – 8.6 billion rubles;

      benefit until the child reaches one and a half years (for non-working) – 24.2 million rubles;

      monthly childcare allowance (for working) – 2.6 billion rubles;

      one-time payment upon the birth of a child – 256.7 million rubles;

      What changes has the maternity capital program undergone in recent years and how many families have received funds?

      Maternity capital is an important component of the national project "Family," and each year the support measure becomes more accessible. Thanks to the initiative of Vladimir Putin, starting from 2020, the program has been extended until 2030, the payment amounts have been increased, and families with firstborns have gained the right to capital.

      From February 2026, the amount of maternity capital is 728,921 rubles for the first child born after January 1, 2020, and 963,243 rubles for the second or both children. Since the launch of the program, the amount has increased more than threefold – from 250,000 to the current values. Since last year, parents with Russian citizenship can receive capital upon the birth or adoption of a child – a citizen of our country. For residents of new regions, the program operates without restrictions, which has become another step towards ensuring that every mother feels the support of the state.

      Since 2020, it has become possible to apply for the use of funds immediately when applying for a housing loan. Thanks to the cooperation of the Social Fund with banks, the procedure has become as convenient as possible.

      What do Tatarstan residents spend maternity capital on?

      Since the program's inception in Tatarstan, 449,971 families have utilized maternity capital funds totaling over 158 billion rubles. The most popular direction is improving housing conditions: 342,399 families have directed funds towards the purchase or construction of housing, including the reconstruction of townhouses. Another 59,496 families have used capital for children's education, including payment for kindergartens.

      The monthly payment from maternity capital is particularly popular. In Tatarstan, 42,857 families receive it. It is provided for children up to three years old, regardless of the order of birth, and amounts to 15,615 rubles per month for families with an income below 32,196 rubles per person.

      Some parents direct funds towards forming a future pension: in Tatarstan, there are 426 such recipients. Since last year, fathers have also gained similar rights in special cases. Families with disabled children can use funds to purchase goods and services for the child; this right has been utilized by three families so far. Additionally, people take advantage of a one-time payment of the remaining maternity capital up to 10,000 rubles, which has been received by 4,789 individuals.

      What other social support measures do families from Tatarstan benefit from?

      One of the main support measures is the maternity and childbirth allowance. In 2026, the minimum amount for working women is 124,702 rubles, and the maximum is 955,836 rubles for 140 days of leave, depending on income over the previous two years. For non-working women upon the liquidation of an enterprise, the payment corresponds to one subsistence minimum for the able-bodied population of the republic and amounts to 17,547 rubles per month or 81,886 rubles for the entire period. The maternity and childbirth allowance is paid for 140 days. In 2026, more than 17.5 thousand women received these payments. In 2025, a new support measure was introduced. If a student is studying full-time at a university or college and is expecting a child, maternity leave payments are now provided by the Social Fund.

      What is the amount of the one-time payment upon the birth of a child in 2026?

      The one-time payment upon the birth of a child in 2026 is 28,450 rubles and is paid for each child, regardless of the order of birth and the mother's employment status. This payment has been received by 20.4 thousand families. The payment for the adoption of a child is 28,450 rubles, and for the adoption of a child over seven years old, a child with a disability, or siblings – 217,384 rubles.

      A special place is occupied by the unified benefit, introduced for comprehensive support of families with children and pregnant women. In Tatarstan, these payments are received by 173,309 children and 2,805 pregnant women, with the total amount of payments since the beginning of the year amounting to 8 billion 61 million rubles.

      Who is entitled to these payments, and what is their amount?

      Starting from January 1, 2026, the right to payment is granted to families whose monthly income per person does not exceed the regional subsistence minimum per capita, and the income of each able-bodied family member during the calculation period is at least eight times the minimum wage.

      The amount of the benefit depends on the family's income and can be 50%, 75%, or 100% of the subsistence minimum for a child in Tatarstan. In 2026, it is 15,615 rubles.

      Additionally, starting from the new year, one-time material payments upon the birth or adoption of a child from employers, as well as monthly assistance to residents of the Kursk region temporarily relocated to other territories, will not be taken into account when calculating the average per capita income of the family.

      Receiving a pension for old age, in case of loss of the breadwinner, or due to disability is considered a valid reason for the absence of labor income. The rule for assigning a unified benefit to citizens with zero income in the presence of valid reasons for ten months of the calculation period remains unchanged. When determining the necessary minimum income, in addition to wages and income from entrepreneurial activities, temporary disability benefits are also taken into account.

      Special attention is given to the families of SVO participants. When assigning benefits, the incomes of mobilized fathers are not taken into account. The application for the unified benefit is submitted through the state services portal. In Tatarstan, 99% of applications are processed electronically.

      Starting from 2026, a new support measure is in effect in Russia – an annual family payment for parents. It is intended for families where both parents are officially employed, raising two or more children under the age of 18 or up to 23 if the child is studying full-time, are citizens of our country, reside here permanently, and have no alimony debts. It is important to know that self-employed individuals and individual entrepreneurs under special tax regimes cannot count on this payment.

      The payment is provided to families whose average per capita income does not exceed one and a half times the established subsistence minimum in the region of residence. Property criteria are also taken into account.

      The essence of the payment is as follows: throughout the year, income tax is withheld from the parents' salaries, and at the end of the year, the tax is recalculated at a reduced rate of 6%. The difference between these amounts is returned to the family.

      How to apply for the new support measure?

      People entitled to the deduction can submit an application from June 1 to October 1 of the year following the year in which the income tax was paid. That is, in 2026, one can apply for funds for the year 2025. Documents can be submitted through the state services portal, at the MFC, or at the client service of the Social Fund Office in Tatarstan. Most of the information will be requested by the fund's specialists independently; however, certain certificates, for example, from educational institutions, must be provided by the applicant personally. The Social Fund reviews the application within 10-30 working days, and funds are transferred within five working days after approval. The payment is made once a year, and the right to it must be confirmed annually.
